NHS Net Zero Commitment: free generator
The NHS asks suppliers on contracts below £5m a year for a published commitment to reach net zero. Fill in five answers and download it as a board-signable PDF, in the format NHS England suggests. Free, and no account.
Check which one you need. A Net Zero Commitment covers NHS procurements started before 1 April 2027 and worth less than £5m a year. Contracts of £5m or more, every new NHS framework, and every NHS procurement starting from 1 April 2027 need a full Carbon Reduction Plan instead.
What the NHS asks it to say
- A commitment to reach net zero by 2050 or earlier. The NHS encourages 2045.
- That it covers Scope 1, Scope 2 and the defined subset of Scope 3 for your UK operations at least. A worldwide boundary also meets it.
- The name of the organisation making it, and that it is reducing emissions.
- When it was made, and by whom: your board or equivalent body.
What you then do with it
- Have it approved and signed by your board or a director.
- Publish it on your own website, linked clearly, for example from your homepage or a sustainability page.
- Give the buyer that web address. For a Net Zero Commitment the NHS asks only for the commitment and its address, not for any emissions figures.
If your parent company makes the commitment for you, it must be wholly owned, say that it applies to you, and be published on your website as well. The form below adds that sentence when you name the subsidiary.

When you need the full plan
Contracts of £5m a year or more, all new NHS frameworks, central government tenders under PPN 006, and every NHS procurement from 1 April 2027 need a Carbon Reduction Plan: your emissions, a baseline, targets and a sign-off. CoreCanopy calculates it from your bills and records, lays it out as the government template, and gives it a public page with a link for your bid.

The wording follows the suggested format in Annex 1 of NHS England’s requirements: “[Supplier name] is committed to achieving Net Zero emissions by 20XX for emissions scopes X, X and X. The commitment was made on DD/MM/YY by the [approving board or equivalent management body].” It adds the sentences the requirements ask a commitment to make clear: the Scope 3 subset, the boundary, and that you are reducing emissions. This page is guidance, not legal advice; the buyer’s own tender documents decide what applies to a contract.
